  1. AGRA Job Opportunities for Senior Policy Adviser, HAPA.

About HAPA

The Hub for Agriculture Policy Action (HAPA) which sits within the Policy & State Capability Division of AGRA, is a distinct service offering by AGRA to provide consolidation and translation advisory services to governments seeking to reform, refine and/ or develop a more clearly defined policy direction.

The approach recognizes the urgent need for timely policy support to the Agriculture sector, which plays an important role in ensuring inclusive growth. It also recognizes the demands for political expediency and the need to ensure that a particular policy direction is anchored in evidence.

The approach proposed also addresses the challenge posed by the high turnover of senior government decision makers by engaging local capacity and building on existing knowledge and partnerships. It will also draw on international and continental best practice and enhance the use of evidence given the salient political realities in policy making.

To support this objective, AGRA is seeking to recruit an experienced and exceptional individual to the role of Senior Policy Adviser, HAPA.

Role Summary:

Reporting to the Head of the Hub for Agricultural Policy Action, the Senior Policy Adviser will be considered the second in charge and a technical expert. The SPA will authoritatively and accurately articulate economic analysis, provide conceptual and operational clarity and have an ability to translate and communicate complex analysis simply and with political relevance.

The SPA will oversee the selection of government requests relevant for the consolidation and translation service offering in collaboration with the AGRA country managers and Policy & State Capability Team.

S(he) will be required to effectively manage stakeholders, present to senior government leaders and deepen relationships with governments over time. The candidate will need to have an entrepreneurial, innovative mindset with a proven ability to drive projects to scale.

S/he will be considered a leading expert resource on the management of agriculture policy in Africa and will be expected to lead innovation on provision of evidence-based policy to African governments.

To be successful in this role you must be possess an entrepreneurial mindset and an established policy expert who can engage successfully with AGRA partners as well as build the team to drive delivery on AGRA’s highest priorities.

The role will be based in Nairobi, Kenya with frequent travel both local and international.

Key Duties and Responsibilities:

  • Lead identification, mapping and collaboration with the highest quality institutional sources of data and evidence in Africa.
  • Source, validate and prioritize incoming government demands through a collaborative, consultative process.
  • Drive the building of the pipeline of work for HAPA and the prioritization of three or four thematic areas of work.
  • Deliver the best set of policy options in line with the government request for support.
  • Ensure consistency of consolidation and translation of approaches across the regions.
  • Conduct research to inform and shape the effort(s) within policy consolidation and translation and best practices.
  • Produce lessons learnt from the set-up of HAPA in knowledge products such as occasional papers.
  • Support recruitment and build the team of policy system analysts.
  • Support the Head of HAPA in developing an organizational strategy and build impact driven relationships across select priority countries.
  • Lead work plan management to scope out, plan and prioritise medium term (6-12 month) engagements and short-term rapid response projects.
  • Support the Head of HAPA in continuous refinement of HAPA’s mode of operation considering ongoing progress, capturing lessons learned, the evolving policy context and recommendations of adaptive strategies.
  • Work closely with the Head of HAPA in developing the theory of change and operational plans for sustainability and scaling of HAPA.
  • Design and iterate a policy engagement plan with the range of leading actors in data and evidence generation, selection, analysis, e.g., national think tanks and policy bodies, advocacy groups and government advisory service providers.
  • Innovate and synergise new models for engagement and drive them towards early success.
  • Lead technical teams in consolidating and translating policy decisions as well provide strategic advise to the Head of HAPA and the Vice-president-PSC during negotiations and wider engagements with government and stakeholders.
  • Support HAPA’s interface with the respective AGRA Country Managers and the Policy and State Capability Team to add value from a consolidation and translation perspective to existing policy implementation efforts and ensure the delivery of an integrated policy support package to governments.
  • Support the Head of HAPA in engaging the hub’s advisory group in guiding the strategic development and scale of the hub.
  • Support knowledge management and thought leadership in AGRA through identification of methodologies and systematization of approaches to consolidation and translation and provide support for production and dissemination via appropriate channels.
  • Support development, structuring, and occasional implementation of strategic partnerships in collaboration with the resource mobilization team, technical teams and in-country teams.
  • Support development, structuring, and occasional management of investments and contracts to further institutionalize this service offering.

Academic, Professional Qualifications and Relevant experience:

  • A PhD or master’s degree in economics, economic studies or related fields; further expertise in business administration, public policy, development economics/studies or another related field would be highly valued
  • Minimum 8-10 years’ experience work experience in agricultural economic policy design, implementation and management working with government, development partners or other similar institutions.
  • Ability to work in an ambiguous, challenging setting with scarcity of information and with tight timelines, and whenever necessary, the HEAD may delegate management responsibilities.
  • Experience working in a management consulting firm in the broad field of strategy and/or other related areas (policy advisory, business efficiency, performance improvement, organizational change, sector intelligence, stakeholder engagement etc.) would be an added advantage.
  • Strong quantitative/financial knowledge, including experience working with complex economic models, with a demonstrated ability to translate appropriate data to communicate complex information through visual representations for high level government advisory fora.
  • Superior delivery and leadership capacity – can synthesize strategic intent into tangible deliverables that drive institutional progress; proactively motivates team performance and productivity.
  • Experience in policy research and analysis.
  • Experience of end-to-end project management, including scoping and design, resourcing, risk management and quality assurance
  • Experience in M&E.
  • Good command of English, fluency in French will be an advantage.
  • Experience in developing and managing strong partnerships and relationships inside and outside the organization.
  • Excellent oral, facilitation and written communication skills; works well in diverse teams, with efficiency and diplomacy.
  • Strong analytical skills and demonstrable ability to engage government, development partners and private sector.
  • Experience working in Africa with a strong understanding of Africa’s policy and political landscape as it relates to governance, policy and trade.
  • Strong relationships with key national, regional and international partners working on state capability and policy development.
  • Demonstrable ability to work in complex work dynamics and challenges. Able to adapt rapidity to new technical areas.
  • Good team working skills.
  • Ability to deliver high quality products under pressure.

2. The AGRA Job Opportunities Regional Program Officer – Food Trade – Job Reference: RFT/POWA/07/2020

The role will be based in Accra, Ghana.

Role Summary:

The Regional Program Officer is an exciting position within AGRA’s new Africa Food Trade and Resilience Initiative.

The Africa Food Trade and Resilience Initiative will include two primary strategic components:

  • working with Government, business and civil society to stimulate Africa-specific solutions to improve the transparency and predictability of Governments’ interventions to unlock investment and regional trade;
  • working directly with private companies that source, process, and trade food in the region, to maximize investment, coordination and benefits to smallholder farmers.

In each component, AGRA will collaborate closely with strategic partners who have major programs in these areas, as well as work to identify and support relevant strategic regional initiatives, with a view to maximize learning, coordination and impact. The initiative will be expected to fully integrate resilience at all levels, including working with policy makers to integrate climate resilience considerations in their agriculture policies and interventions.

The Regional Program Officer position supports the programming, policy, markets and resilience functions of the program in West Africa.

Key Duties and Responsibilities:

  • Provide technical assistance and backstopping to governments through ministries of agriculture and trade to diagnose and assess, prioritize and reform policies, laws, regulations and administrative practices that constrain intra-regional trade.
  • Identify and monitor key trade/market trends and contextual dynamics which inform issues of regional food trade policies and initiatives in and AGRA focus countries and Africa;
  • Provide technical support in developing regional food value chains and market systems that expand market opportunities for farmers and strengthen market transparency and efficiency.
  • Support country managers in messaging and engaging with relevant government ministries, departments, and agencies on topics of regional market systems development and agricultural growth pathways.
  • Support creation and/or strengthening of integrated institutional frameworks and mechanisms for building in resilience in regional food systems movement from farm to fork.
  • Utilize the latest evidence on climate smart agriculture practices, climate modeling, future climate risks to improve the resilience of agriculture food systems.
  • Assist in collecting and sharing data for the program’s Food Security Monitor.
  • Assist country teams in development of grant proposals in the areas of policy predictability, markets shaping and resilience with respect to food trade.
  • Provide technical assistance to grantees and assist in monitoring progress of implementation of Food Trade and Resilience Program grants.
  • Supports the development of quarterly and annual reports and other reports, as needed, in compliance with the requirements of DFID and other partners; as well as provide regular verbal and written updates and briefings on program operations, achievements, and problems to the Head, Regional Food Trade and other program staff.

Academic, Professional Qualifications and Relevant experience:

  • Bachelor’s degree in Agricultural Economics, or in a relevant discipline. A master’s degree will be an added advantage;
  • At least five (5) years of experience on agricultural development, food trade and markets, economic policy and resilience/climate smart agriculture;
  • Demonstrated understanding of Africa’s policy and political economy landscape as it relates to intra-regional food market and food trade;
  • Deep knowledge of regional food trade and market systems development and the demonstrated ability to catalyze change in addressing market challenges;
  • Possesses a good understanding of agriculture market development efforts in public, private and donor sectors in Africa;
  • Demonstrated ability to make a major contribution to the direction of AGRA’s Regional Food Trade Program strategy and to deliver its goals and objectives;

3.The AGRA Job Opportunities Associate Partnerships Officer, Generation Africa: Job Reference APO/GA/07/2020

The role will be based in Nairobi, Kenya with frequent travel, approximately 15-20% per month.

The Position

The Associate Partnerships Officer, Generation Africa, will provide support to the strategic management and proactive implementation of the platform, driving components of the GenA work plan and action agenda to deliver on the platform’s strategy and ensure it continuously strengthen its position as the premier platform for Africa’s agripreneurship agenda.

The Associate Partnerships Officer serves as an active liaison with relevant internal stakeholders within AGRA, external stakeholders in the GenA and AGRF Partners Group, and a broader set of potential sponsors, technical partners, and aligned stakeholders to deliver priorities of the GenA work plan.

S/he plays a primary role in building and managing partnerships with the GenA Partners and other stakeholders to maximize their engagement in the forum and in a way that is well-coordinated. S/he works with the Head of GenA and other team members to ensure GenA is delivering on its multi-year strategic vision and action plans.

S/he is also responsible in supporting the Head of GenA for ongoing knowledge management, communications, and resource mobilization around the platform to ensure it maximizes its impact and is fully funded, working in coordination with AGRF’s and AGRA’s Knowledge Management, Communications, Partnerships and Development Cooperation units as appropriate.

Key Duties and Responsibilities:

Manage Generation Africa Members Group platform and its impact on the ecosystem in agri-food entrepreneurship

  • Manage Generation Africa Members Group by ensuring that that the group achieves its goal of learning how to build vibrant ecosystems for agri-food entrepreneurship through the Members Group.
  • Coordinate and host the monthly Members Group topical discussions one-hour call and document call discussions, complimented by light desk research and other contributions post call in a discussion paper that will eventually feed into the final ecosystem report.
  • Support realisation of the anchor question of “How to strengthen national ecosystems that support young entrepreneurs to drive inclusive growth in the agri-food sector?”

Support to strengthen the Generation Africa Ambassadors Group platform and its impact on the agri-food entrepreneurship sector

  • Support the Head of Generation Africa in driving and tracking progress on activities for the Ambassadors Groups – supported by system-level research and analysis. Ensure that they continue to champion the youth Agripreneurship agenda.
  • Work with GenA Communications team and service providers on key communications and advocacy deliverables like call for action and routine newsletters.

Coordinate Research to Strengthen Ecosystem Framework

  • Conduct quarterly surveys and interviews through the GoGettaz platform to assess the evolving needs of agri-food MSMEs as the basis for informing the design of support programmes and advocating on their behalf.
  • Compile evidence through the members group year of learning and exchange, synthesis the outcome from country level research conducted by consultant, synthesis into a framework, publish it as part of a Landscape report.

Support to Generation Africa Strategic Partners and Steering Committee engagement and management

  • Support to Head of GenA in preparing, implementing, and following up on GenA Steerco meetings and quarterly calls – Steerco has 7 leaders representing the currently 7 GenA strategic partners.
  • Prepare draft updates and reports for the Head of GenA to share with all Partners on forum’s key activities, progress, and requests.
  • Support to the Head of Generation Africa in key events and meetings to engage partners, governments, AGRF organising committee, and other engagements as required.
  • Bilateral partner engagement where appropriate to strengthen and maintain relationships with Generation Africa partners and stakeholders.

Support to GenA resource mobilization

  • Develop pitches and support outreach to potential GenA partners and sponsors.
  • Work with the Head of GenA and AGRA’s Development Cooperation Unit to secure new partnerships that strengthen the GenA thematic platform and its long-term financial sustainability.
  • Support compliance with GenA Partner contracts and prepare and submit deliverables to Partners as required.

Support to GenA operations and budget management

  • Work with the Head of GenA on annual reporting, work plan development, monitoring, and updates during the year.
  • Work with the Head of GenA, and Finance on overall budget forecasting and updates to Management.
  • Support Head of GenA in contracting processes and management for GenA.
  • Work with the GenA Executive Officer and operations unit as needed to secure key contracts for the initiative.

Key Qualifications and Experience required:

  • A Bachelor’s Degree in a relevant subject.
  • At least 3 years relevant professional experience, including through roles that demonstrate:
    • Ability to work with donors as well as manage and build strategic donor relations; sound understanding of the donor financing landscape and processes.
    • Experience working in teams and managing processes that are dependent on multiple actors.
    • Experience working with a large multinational development agency in a coordination role (especially in complex conferences and events like AGRF) is an advantage.
  • Understanding and affinity for young African entrepreneurs in the agri-food sector and the unique space that they occupy between farmers and consumers.
  • Work in Agricultural value chains with an understanding of business cases that support value chain actors like service providers, financiers and markets.
  • Strong project management skills, including event management, including the ability to coordinate diverse partners with whom there is no direct line of accountability.
  • Clear public speaker who embodies the spirit and potential of Africa’s next generation.
  • English speaker, with other languages desirable, especially French.
