Organizational Setting

The project “Payment for Ecosystem Services to Support Forest Conservation and Sustainable Livelihoods” aims to “promote biodiversity conservation and climate change mitigation in Miombo forest ecosystems through the development of a payment for ecosystem services (PES) scheme that supports the sustainable use and conservation of forest and wildlife resources and improves the livelihoods of local people”. This project, financed by the Global Environment Facility (GEF), is implemented by FAO with the support of partners through agreements in Zambezia province, in the districts of Alto Molócuè, Maganja da Costa, Gilé and Mulevala.

The project advocates an integrated vision of natural resource management. In this framework, rural communities in the above mentioned districts receive direct support through the development of income generation activities (beekeeping, permanent agriculture and fish farming), support activities (improved nutrition and the creation of Rotating Savings and Credit Groups (RSCG), and the improvement of community natural resource management (strengthening of CBNRM committees and a participatory and integrated natural resource use plan).

Reporting Lines

Under the overall supervision of the FAO Representative in Mozambique (Budget Holder), the technical supervision of the Chief Technical Advisor (CTA), in close coordination with the Monitoring & Evaluation expert and the Provincial Facilitator, the consultant on Integrated Natural Resources Management will be responsible, but not limited, to perform the following tasks and duties\:

Technical Focus

To Provide technical support on all activities at national, provincial, district and local levels; and Ensure coordination with external stakeholders, holding regular meetings with government, provincial, national and international partners (e.g. World Bank, FNDS, European Union, CESC, Biofund, iTC-F, RADEZA, Rede para o Maneio Comunitário dos Recursos Naturais, Nitidae, WWF, etc.).

Tasks and responsibilities-FAO

Natural Resources Management consultant will be responsible, but not limited, to perform the following tasks and duties\:

Component 1.

  • Support the liaison with interested sectors in PES and the facilitation of coordination meetings;

Components 2 and 3

  • Establish regular communication on project’s strategy with the provincial government (DPTADER-Zambézia), the institution responsible for the supervision of the REDD programme (FNDS) and the president of the Platform for the Integrated Development of Zambézia;
  • Elaborate joint guidelines on updated best gender-sensitive practices of sustainable forest/land management with implementing partners of Zambézia by\:
  • Create a tool for information collection,
  • Collect and organize he information from implementing partners,
  • Organize information into guidelines,
  • Facilitate information sharing at provincial level (through the Platform) and national and international levels (through the WOCAT online database),
  • Ensure adapted training material and field activities for local communities / CBNRM Committees, and
  • Liaise with monitoring expert on related indicator.
  • Facilitate the organization of bi-annual meetings of the Platform for the Integrated Development of Zambézia;
  • Support the CTA in the supervision of project’s consultants when required;
  • Support the Provincial facilitator of the project in sharing information and technical coordination with REDD programme (including MozDGM, SUSTENTA and MozFIP projects) and other relevant implementing partners (e.g. World Bank, European Union, CESC, Biofund, iTC-F, RADEZA, Rede para o Maneio Comunitário dos Recursos Naturais, Nitidae, WWF, etc.) regarding the project activities (livelihoods development, CBNRM committees strengthening, gender mainstreaming) and necessary adaptations to the outbreak of COVID-19 and consequent sanitary situation;
  • Support the Provincial facilitator of the project in the supervision of project’s service providers under Component 3 including SDAEs, providing technical back-up and ensuring timely reporting;
  • Support the Provincial facilitator of the project in the supervision of intern student when required;
  • Support the Provincial facilitator of the project in the elaboration of the monthly report of the field activities, including the service providers activities, government and other project activities in Zambézia and a gender analysis;

Component 4.

  • Ensure the implementation of the whole gender strategy of the project, including consultation and collaboration with the gender focal point of DPTADER-Zambézia and the Platform and fostering and information sharing with the Platform’s gender group;
  • Support the CTA in the revision of work plan, budget and procurement plan when new LoA are signed, after the Mid-Term Review and when required;
  • Support the M&E officer in her indicators monitoring missions such as quarterly monitoring visits, the mid-term review and field trips evaluations;
  • Support the elaboration of project´s progress reports and other technical documents as needed;
  • Provide technical advice as required.

Coordinate with and inform the country´s Program Officer responsible for Environment and Natural Resources Management on relevant issues of the project that need Representation support

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

  • Advanced University Degree in Forestry, Environment, Natural resource economics or a closely related field
  • 3 years of relevant experience in natural resources management
  • Working knowledge of Portuguese and English.
  • National of Mozambique.
