Finance and Institutional Specialist to assess COVID-19 pandemic impact on WSS Utilities.

 

The location is: Cameroon, DRC, Ghana, Morocco, Nigeria, Rwanda, Senegal, South Africa, Tanzania, Tunisia.

 

The assignment aims at conducting an Assessment of COVID-19 pandemic impact on water supply and sanitation utility business and service sustainability. This includes identification of system vulnerabilities, assessment of both implementation and impact of measures resulting out of responses to COVID-19 on water supply and sanitation utilities performances, revenue, cash-flows as well as service delivery and sustainability.

It is requested to assess the resilience of utilities and water service providers in responding to COVID-19, and related shocks and emergencies. This will include identifying system vulnerabilities, assessment of both implementation and impact of these measures resulting out of responding to COVID-19 on water supply and sanitation utilities performances, revenue, cash-flows as well as service delivery and sustainability. The outcomes will inform the Bank’s actions towards strengthening utility resilience through (i) policy dialogue (ii) strengthening the operational efficiency of utilities; (iii) improving the governing environment and (iii) improving access to funding for WSS actions to buttress COVID-19 interventions through deployment of financial instruments in the short to medium term.

The water service providers/utilities include CAMWATER (Cameroun), DAWASCO (Tanzania), Ethekwini Water and Sanitation (South Africa), Ghana Water Company (Ghana), Kaduna State Water Corporation (Nigeria), Lusaka Water (Zambia), ONEE (Morocco), REGIDESO (Democratic Republic of Congo), SEN’EAU (Senegal), SONEDE (Tunisia), WASAC (Rwanda).

 

The team of experts will be made up of sector specialists each with a higher degree in the relevant discipline and at least 10 years of experience in undertaking diagnostic work and project development of water sector projects in utilities. The team will be led by senior international/regional experts with a clear strategic understanding of project objectives from a regional perspective, supported by local WASH and financing experts in each of the targeted countries. The inputs of each Professional Staff Member is shown in the table below.

Qualifications of the Experts

1 Finance and Institutional Expert (Regional/International)

  • A Master’s or equivalent degree in Finance, Financial Economics, Economics, Business Administration or related disciplines. The expert shall have in-depth experience with Water supply and sanitation Utilities in Africa.
  • A minimum of 10 years of relevant professional experience, with at least eight (8) years focusing on water and sanitation utilities issues, water sector business development and management, Business and financial analysis, private sector involvement and PPP in the water sector etc.;
  • Professional experience working with international development institutions. Good knowledge of Bank’s operation procedures and processes will be a value added
  • Recognized ability to collect data and conduct a deep dive on socio-economic, business and performances analysis in both public and private utilities including PPPs;
  • Capacity to generate and disseminate knowledge products that add value to the sector;
  • Excellent diplomatic, negotiation and relationship skills to be able to engage with the highest, mid and lower level of stakeholders to ensure acceptance and understanding;
  • Strong communication and report writing skills with ability to disseminate findings;
  • Familiarity with the selected countries regulation, institutional arrangement, national policies and laws regarding finance system and taxes.
  • Competent in the use of standard software (word, excel, power-point)
  • Proficiency in English and French with experience in preparing high quality documents.

 

2 The Water and Sanitation Sector Expert (Regional/International)

 

  • Master’s or equivalent degree in Civil Engineering, Water and sanitation Engineering or related disciplines;
  • A minimum of 10 years of relevant professional experience on water and urban sanitation issues, innovative approaches in urban water and sanitation; on businesses along the water and sanitation value chain;
  • Recognized ability to identify and articulate policy, strategic and institutional issues related to water supply and sanitation;
  • Capacity to generate and disseminate knowledge products that add value to the sector;
  • Experience in developing, appraising projects and preparation or completion reports;
  • Professional experience working with international development institutions; Good knowledge of Bank’s operation procedures and processes;
  • Competence in the use of standard software (word, excel, power-point)
  • Proficiency in English and French with experience in preparing high quality documents

 

3 Finance and Institutional Expert (National)

 

  • At least a Master’s or equivalent degree in Finance, Financial Economics, Economics Business Administration or related disciplines.
  • A minimum of 7 years of relevant professional experience, with at least five (5) years focusing on water and sanitation utilities finance management, water sector business development and management, Business and financial analysis, etc. into the country of duty;
  • Recognized ability to collect data and conduct a deep dive on socio-economic, business and performances analysis in both public and private utilities;
  • Excellent diplomatic, negotiation and relationship skills to be able to engage with the highest, mid and lower level of stakeholders to ensure acceptance and understanding;
  • Strong communication and report writing skills with ability to disseminate findings;
  • Strong knowledge of national policies and laws regarding finance system and taxes and good working experience in the country of duty;
  • Good knowledge of Bank’s operation procedures and processes
  • Competence in the use of standard software (word, excel, power-point)
  • Fluency in English or French, with good working knowledge of the other language.

 

4 The Water and Sanitation Sector Expert (National)

 

  • Master’s or equivalent degree in Civil Engineering, Water and Sanitation Engineering, Economics, Social Sciences or related disciplines;
  • Recognized ability to identify and articulate policy, strategic and institutional issues related to water supply and sanitation;
  • A minimum of 7 years of relevant professional experience, with at least five (5) years focusing on water and urban sanitation issues, innovative approaches in urban water and sanitation, on integrated water resources management; on businesses along the water and sanitation value chain; private sector involvement and PPP in the water sector;
  • Experience in developing, appraising projects and preparation or completion reports;
  • Professional experience working with international development institutions;
  • Capacity to generate and disseminate knowledge products that add value to the sector;
  • Good knowledge of Bank’s operation procedures and processes will be a value added
  • Competence in the use of standard software (word, excel, power-point)
  • Fluency in English or French, with good working knowledge of the other language.
