Position Description

The PHIA Human Resources Business Partner (HRBP) will provide Human Resources leadership for UMB’s special projects in sub-Saharan Africa, primarily in Burundi and the Democratic Republic of Congo (DRC). The primary responsibilities include HR project start-up support, compensation design and planning, employee relations management, implementation of effective people and performance management strategies, and ensuring that MGIC policies and procedures, as well as international HR best practices, are adhered to across the business. The HRBP is expected to work in collaboration on strategic initiatives with MGIC leadership, Country and Project Directors, and HR leads to maximize staffing resources, performance, and ensure efficiency of work processes.

Duties and Responsibilities of Human Resources Business Partner

· TheHuman Resources Business Partner collaborate with MGIC and country leadership teams to provide comprehensive HR support by strategizing and designing HR initiatives to meet the business objectives of UMB’s PHIAs in Burundi and DRC.

· Provide support to CDs and country HR leads on HR issues, including recruitment start-up support, the development and interpretation of UMB/MGIC policies and procedures, investigation of complaints and reports of ethics and policy violations, and conflict resolution and mediation.

· Ensure proper implementation and execution of HR programs and initiatives including HR audits, talent management, compensation management, year-end processes, and workforce planning.

· Analyze HR-specific trends and metrics to develop solutions, programs, and policies/procedures.

· TheHuman Resources Business Partner coach country leaders and managers to support professional development.

· Liaise with CDs and HR leads to develop communication and engagement plans for new organizational and country specific initiatives.

· Advise on new and forthcoming employment legislation and assist in compliance with employment law.

· Provide oversight on employee tax compliance, as appropriate.

· Other duties as assigned



· Bachelor’s degree in Human Resources or Business Administration, or other related field, advanced degree in an applicable field preferred


· Fluent level of proficiency in English (speaking, reading, and writing) and advance level of proficiency in French (speaking, reading, and writing) required.

Experience, Knowledge, and Skills


· 8 years of applicable international HR work experience

· HR generalist experience supporting PEPFAR funding

· Experience providing HR management and support to USG or other donor-funded projects in the Democratic Republic of Congo, and Burundi preferred

Skills and Abilities

· Excellent writing, communication, and problem-solving skills

· Ability to manage complex, varied issues, covering the entire HR spectrum

· Ability to perform analysis related to HR matters, such as compensation, gender disparity, etc.

· Ability to travel internationally up to 45%.
