Kenyan Job-Communications Manager & Social Media Manager (Two positions)

 

The operational base for the project shall be Nairobi in Kenya with travel within the country on specific assignments.

Start date & period of implementation 

The intended start date is 01 February 2021 and the period of implementation of the contract will be 36 months from this date. Please see Articles 19.1 and 19.2 of the special conditions for the actual start date and period of implementation.

 

Key expert 2: Communications Manager (indicative input of 660 working days) 

Key Expert 2 will play a crucial role in design and implementation of the communication implementation strategy, as well as in the organisation and coordination of all the tasks/services required to fulfil the assignment.

She/he will be responsible for all daily aspects of the assignment working under the supervision of the Key expert 1. She/he will report regularly to the EU Delegation team. She/he will also supervise the production/edition/illustration of communications/news uploaded on the website of the EU Delegation, among other activities and work closely with Key Expert 3 on the EU Delegation’s digital platforms.

Qualifications and skills 

 Masters’ degree in at least one of the following disciplines: Social Sciences, Media, Mass Communication, Public Relations, Journalism, Political Sciences, International Relations, Marketing. In the absence of a masters’ degree, he/she should have at least a Bachelor’s degree in the disciplines above and an additional 2 years of the general professional experience.

 Fluent in English.

 Knowledge of Swahili is an asset

 

General professional experience 

 At least seven (7) years related professional experience (in the disciplines mentioned under the qualification and skills above)

 

Specific professional experience 

 At least five (5) years of experience in the fields of media, communications, or public relations

 Minimum of 3 experiences in managing a communications campaign across multiple audiences at least one of which was in running digital and social media campaign

 Communications agency experience is an added advantage

 Experience working in Kenya and with the Kenyan media is essential

 Specific experience with communications and visibility for international organisations and/or EU Institutions and / or member states is an asset.

 

Key expert 3: Social Media manager (660 working days) 

The Social media manager will help to increase the EU Delegation’s exposure through its digital/social media platforms. Working under the guidance of Key experts 1 and 2, she/he will administer the Delegation’s social media accounts through, but not limited to, deliberate planning/strategy and goal setting; development of brand awareness and online reputation; creation of content (including website) and SEO (search engine optimization); and generation of inbound traffic to ensure achievement of the EU brand goals in a creative way.

Qualifications and skills 

 Masters’ degree in at least one of the following disciplines: Social Sciences, Media, Mass Communication, Public Relations, Journalism, Political Sciences, International Relations, Marketing, Information Technology. In the absence of a masters’ degree, he/she should have at least a Bachelor’s degree in the disciplines above and an additional 2 years of the general professional experience.

 Fluent in English.

 Knowledge of Swahili is an asset

 

General professional experience 

 At least three (3) years related professional experience (in the disciplines mentioned under the qualification and skills above)

 

Specific professional experience 

 2 years of working social media management experience

 At least three experiences in running a digital/social media campaign in a professional capacity

 Experience in marketing strategies is an advantage

 Experience working in Kenya and/or sub-Saharan Africa is an asset

 Specific experience with communications and visibility for international organisations and/or EU Institutions and / or member states is an asset.

 

All experts must be independent and free from conflicts of interest in the responsibilities they take on.

 

Non-key experts 

CVs for non-key experts should not be submitted in the tender but the tenderer will have to demonstrate in their offer that they have access to experts with the required profiles.

 

Experts for Corporate and Political Communication 

a) Public opinion experts: provide support and advice on conducting public opinion surveys in a national context covering both general and specific thematic areas.

b) Outreach experts: provide support and advice on corporate communication campaigns, targeted outreach events at national, regional and local levels, e.g. citizens’ dialogues/town hall meetings, debates on Kenyan issues, etc., including in the context of major political initiatives, events and elections; provide support with the drafting of synthesis reports about citizens’ feedback in the context of public consultations and events.;

c) Rebuttal experts: provide support and advice on myth-busting and swift and effective rebuttal of stories that are based on wrong facts and that could harm the perception and reputation of the European Union.

d) Experts on press releases and speeches and copywriting to provide support and advice for high-quality multilingual and multimedia press material as well as on effective speech-writing in English).

e) Conference moderators and harvesters: moderate public conferences and panels, assess and Synthetize stakeholders’ and participants’ input, and/or devise and draw up conclusions and proceedings.

Web Design, Graphic Design, Social Media and Audio-visual Experts 

a) Graphic designer/visual communication expert: provide support and advice on creating graphics and animations for use on multiple media, for various purposes and target groups, including title and post-production work, visual drafts and storyboards, data visualisation, in the context of the EU Delegation’s communication campaigns and actions.

b) Audio-visual production directors and producers and photographers to provide support and advice on directing video and film productions as well as other audio-visual products of various degrees of complexity and length to visualise the European Union, its institutions and operations and the related human stories.

c) Digital communications expert: provide support and advice on user research, UX, information architecture, content strategy, usability, accessibility; management and project execution from initiation to launch.

d) Social media expert: provide support and advice on tracking and presenting analytics reports associated with community management and paid campaigns; identifying search engine marketing opportunities based on competitive research, industry data/trends and key performance metrics; determining the best online KPIs for each campaign and establishing the most effective channels for monitoring and assessment.
