Activity Overview and Role-Kenyan NGO Jobs

RAMS is designed to promote increased agricultural production, trade, improved policies, finance and investment, and resilience to shocks and stresses in the East Africa region by addressing agricultural issues that can only be solved on a regional basis.

RAMS will collaborate closely with USAID/Kenya and East Africa’s regional intergovernmental partners, including the East African Community (EAC), the Intergovernmental Authority on Development (IGAD), and the Common Market for Eastern and Southern Africa (COMESA) region.

The Activity is organized under four objectives: 1) Strengthening cross-border agricultural market systems, 2) Accessing and scaling technologies, 3) Strengthening regional resilience, and 4) Strengthening the regional agriculture policy and regulatory environment.

The RAMS geographic area of focus includes the East African countries of Kenya, Tanzania, Uganda, Rwanda, Burundi, Ethiopia, Somalia, South Sudan, and Zambia.

The Accountant will support the Director of Finance and Administration. She will be responsible for liaising with Palladium’s Home Office to manage and troubleshoot project accounting issues as they may arise. S/he will report to the Director of Finance and Administration.


1.Accountant

Primary Duties and Responsibilities-Kenyan NGO Jobs

  • Reconcile project accounting and provide back-up documentation of all financial transactions into monthly accounting package to home office.
  • Establish and maintain electronic accounting tracking mechanisms, per Palladium and USAID accounting standards.
  • Conduct monthly audits of local expenditures as reported by the Project Office, including local bank reconciliation and US dollar expenses.
  • Review all local expenses for billing purposes.
  • Produce accurate and timely financial reports.
  • Act as first point of contact with local bank.
  • Prepare monthly cash forecast projections for approval and submission to Home Office.
  • Support procurement of goods and services for the project as needed.
  • Review invoices for local services for the project and prepare relevant payment approval forms for approval.

Required Qualifications-Kenyan NGO Jobs

  • Minimum 5 years of experience in finance and accounting, preferably for USAID or other donor-funded projects .
  • Bachelor’s degree in finance, accounting, business administration, or related field strongly preferred.
  • Experience with USAID accounting/financial procedures preferred.
  • Microsoft office suite proficiency and the ability to operate excel spreadsheet and word-processing programs at a highly proficient level.
  • Proactive problem-solving, decision-making and good judgment skills.
  • Demonstrated ability and commitment to manage confidential information.
  • Attention to detail and ability to effectively and efficiently perform multiple tasks and balance competing priorities.
  • Ability to communicate effectively with managers, colleagues, service providers and clients.
  • Strong Preference for Kenyan and East African citizens.

2.Grants Manager

Primary Duties and Responsibilities-Kenyan NGO Jobs

  • Lead and oversee all grants administration, from calls for expressions of interest through to implementation.
  • Ensure compliance with USAID and Palladium policies.
  • Conduct pre-award risk assessments of grantees.
  • Draft grants manual and related program documents.
  • Develop and implement a grant tracking system to ensure the timely and correct execution of all grant agreements.
  • Collaborate with technical and MEL teams as required to structure performance-based grants to achieve RAMS objectives.

Required Qualifications

  • An advanced degree in Business, Economics, Finance, International Development, or another relevant field is preferred.
  • Experience successfully managing grants under contract for USAID-funded programs, preferably on USAID-funded programs of a similar size and technical scope as RAMS.
  • Familiarity with ensuring appropriate risk-sharing between and/or among USAID, the implementing partners and the private sector.
  • Experience with performance-based grants a plus.
  • Ability to rapidly establish and manage multiple grants simultaneously.
  • Ability to work with teams in diverse locations and prior experience managing grants for complex, multi-country programs.
  • Strong written and verbal communication skills.
  • Experience in East Africa region required
  • Fluency in English required; and a local East African language required.

3.Regional Resilience Lead

Primary Duties and Responsibilities

  • Provide technical and managerial support to develop and implement risk-informed interventions to strengthen regional resilience and preparedness.
  • Collaborate with bilateral projects, regional entities, and private sector partners to build regional resilience strategies and systems. Resiliency systems strengthened under RAMS will proactively help countries prevent, mitigate, and recover from shocks in order to reduce chronic vulnerability.
  • Leverage partnerships and technology solutions to improve adaptive capacities of vulnerable populations to shocks and stresses.
  • Build capacity of resilience management institutions at the regional and national levels to scale up successful approaches to multi-risk resilience.
  • Liaise with regional private and public stakeholders to ensure cohesive approach and implementation of resilience activities. These activities include trade enhancing systems such as efficient storage and packaging materials, improved water conservation, drip irrigation, more efficient transportation, crop and livestock insurance schemes, market information and crop forecasting, and better flows of crops and livestock across borders during emergencies.
  •  Support and oversee the development of new or improvement of existing analytical and monitoring tools for improved decision-making.
  •  Other duties as assigned.

 Required Qualifications

  • Bachelor’s degree in agriculture, environmental science, or related field. Master’s degree preferred.
  • Seven to 10 years of relevant professional experience leading and implementing resiliency programs. East African work experience strongly preferred.
  • Demonstrated ability to work effectively with intergovernmental, private sector, and governmental representatives, particularly at the regional level.
  • Prior USAID or donor experience preferred.
  • Strong preference for Kenyan and East African citizens.

4. Deputy Project Manager

Primary Duties and Responsibilities

  • Support the Project Manager in the successful management of all administrative and programmatic functions and activities in line with the project’s Scope of Work and approved annual work plans.
  • In the absence of the Project Manager, serve as the project representative, liaising directly with USAID, national governments, regional intergovernmental bodies, Palladium Home Office, implementing partners and subcontractors, and the private sector actors.
  • Oversee finance, operations, and Monitoring, Evaluation and Learning (MEL) activities under RAMS, ensuring USAID compliance and program cohesiveness among technical and operations staff.
  • Provide technical and managerial leadership and, in collaboration with the COP, build partnerships with key stakeholders.
  • Support adaptive management of RAMS, and work with staff, home office and USAID to adjust programmatic approach, staffing and resources if required based on continuous monitoring of the program course.
  • Support the annual work planning process and completion of high-quality deliverables.
  • Conduct communications and media relations in close coordination with USAID as required.

Required Qualifications

  • Bachelor’s degree in agriculture, economics, international development, or related field. Master’s degree preferred.
  • Ten years of relevant professional experience, managing donor projects at the senior level.
  • Five years of experience working on agriculture-related projects within the EA context.
  • Demonstrated expertise in two or more technical areas related to RAMS’ scope (e.g., agriculture/livestock value chain development, regional integration, agricultural financing, accessing and scaling technologies, trade policy and trade facilitation, and resilience)
  • Thorough understanding of USAID policies and procedures from a compliance perspective, including knowledge of financial, operations, and monitoring and evaluation
  • practices.
  • Demonstrated ability to work effectively with intergovernmental, private sector, and governmental representatives, particularly at the regional level.
  • Strong Preference for Kenyan and East African citizens.

5.Regional Policy and Regulatory Environment Lead

Primary Duties and Responsibilities

  • Provide technical and managerial support to develop and implement innovative strategies to promote adoption and strengthen implementation of trade supportive policies in the region.
  • Support efforts toward harmonization of agricultural policies across East Africa region.
  • Coordinate with private sector alliances and other stakeholders, as well as regional policymaking bodies to ensure that regional policy initiatives are aligned with the needs of the private sector.
  • Build the capacity of regional stakeholders to develop and advocate for an open, trade-friendly and resilient agricultural policy environment.
  • Address technical barriers to trade across East Africa region, encouraging the adoption of common industry standards, to improve trade facilitation.

Required Qualifications

  • Bachelor’s degree in agriculture, economic policy, international trade, or related field. Master’s degree preferred.
  • At least five years of experience working on agriculture-related projects within the EA context.
  • Demonstrated ability to work effectively with intergovernmental, private sector, and governmental representatives, particularly at the regional level.
  • At least five years of experience managing and coordinating policy improvement activities.
  • Experience serving in an advisory capacity to high-level government officials or regional trade bodies such as EAC and COMESA on trade and agricultural policies strongly preferred.
  • Fluent in English, with excellent writing and communication skills. Fluency in one or more East African language is desirable.
  • Strong Preference for Kenyan and East African citizens.
