INFORMATION ON THE CONTEXT OF THE MISSION

 

The Sahel-Atlantique (SAHA) Humanity & Inclusion (HI) program has the territories of Togo, Benin, Niger and Burkina Faso as its geographic area. It was born from the merger, in September 2019, of the former Togo-Benin and Burkina-Niger programs.

 

The HR Manager in support and then in interim will report directly to the Regional HR Manager then to the Regional Program Director and under the functional responsibility of the HR Officer of the West Africa geographic division. They will decide together on the priorities and actions to be taken. The HR Manager in support then in interim will report to them on his / her activities, the results obtained, and the difficulties that he / she may encounter.

He / she will be in direct contact with the Country HR Managers or the Country Managers of each of the 4 countries as needed.

 

The HR departments of the four program countries face different realities:

– In Burkina-Faso, HI has around 150 employees (target 2020) with continuous growth in recent years and more and more humanitarian projects to be implemented.

The HR manager has been in post since 2015 and currently has 2 assistants and 1 secretary in her team. An HR manager should come and strengthen the team.

– In Niger, HI has around 100 employees (target 2020) with continuous growth in recent years and more and more humanitarian projects to be implemented.

The HR manager has been at HI since 2010 but initially in a site administrator position. He currently has 1 assistant, 1 secretary and 1 intern in his team.

– In Benin, HI has around 20 employees (2020 target) with definite growth linked to the implementation of new development projects.

The FIN HR manager has been at HI since 2014 but initially in a log site admin position. She currently has 1 accountant and 1 HR admin assistant in her team.

– In Togo, HI has around 40 employees (2020 target) with a definite decrease linked to the end of the largest project that was underway and a restructuring of its shared services team due to the end of supervision in Benin.

The HR manager has been at HI since August 2019. He currently has 1 administrative assistant and 1 secretary in his team.

The SAHA program has around 18 international staff, half of whom are in Burkina Faso and none in Benin.

 

The interim HR manager will have to adapt his / her follow-up and support according to the needs of departments, positions and people.

The person will be responsible for actively working on the development of specific HR projects relating to the remuneration and hiring conditions of national staff in the 4 program countries.

 

He / she will have for main responsibilities:

 

DESCRIPTION OF THE FUNCTION-NGO Jobs in Burkina Faso

 

Responsibility 1: Actively participate in the development of certain specific HR projects

 

Activities:

  • Finalize the diagnostics and take stock of the employment conditions
  • Follow the update of function sheets / expected skills by business line
  • Gather sources of information in terms of salary & social practices (surveys or practices of other NGOs, “housewife’s basket” studies, etc.) and monitor the production of positioning surveys (salary benchmarks).
  • Analyze salary surveys and define targets by category (attractiveness strategy)
  • Review the weighing of positions, the structure and amounts of the salary scale
  • Develop a salary policy and its annexes
  • Evaluate the budgetary impacts and propose “target” budgeting
  • Analyze the current difficulties or breaches of the Hiring Conditions
  • Define a “common” framework of CGE (General Conditions of Employment) and RI (Internal Regulations)
  • Define a social package “target”
  • Consider adaptations to the emergency context
  • Consider the adaptation needs of gender, age and disability
  • Decline the updates by country
  • Harmonize / create annexes (leave, recuperation, etc.)
  • Initiate phases of consultation with staff representatives
  • Initiate consultation phases with legal advisers
  • Initiate consultation phases of labor inspectorates

 

Responsibility 2: If necessary and on specific delegation, supports the Regional Human Resources Manager in the execution of certain ad hoc activities

 

 

Other Responsibilities: Depending on skills and needs, he may be required to perform other missions.

EXPECTED PROFILE-NGO Jobs in Burkina Faso

 

Degree (s):

Bac + 4 level in HR management or lower level with more experience.

 

Required experience:

At least 3 years of professional experience in administrative and human resources management, ideally with experience in the field as an HR manager.

 

Have experience in writing HR policies and procedures and developing tools related to HRM (salary policy, salary scale, job definition, etc.)

Have a good knowledge of the legal framework / labor law

Perfect command of office tools, especially Word and Excel

 

Wish :

Experience abroad, especially in West Africa
