Africa-Axios  Foundation International will implement warehouse operations improvement initiatives and mentor the CMS operations manager to develop and execute industry best practices for warehouse activities, including data capture and reporting, inventory management, receiving, physical warehouse operations, distribution planning, pick pack, and dispatch and quality assurance checks on 3PL distribution providers.

  • Optimize mSupply or its replacement as the Warehouse Management Information System (WMIS)
  • Support the implementation of GS1 standards for reporting on all commodities in CMS custody
  • Provide system application and troubleshooting/problem solving
  • Define requirements for mSupply implementation at 13 County Depots and 36 Hospitals throughout Liberia
  • Conduct warehouse management information training nationwide

  • 5+ years of experience writing, queries, reports, and screens
  • 2+ years of experience providing desktop and application support, Cisco or CCA certification, or equivalent experience
  • Ability to work with mathematical concepts such as statistical inference and probability and demonstrated ability to achieve individual and team goals.
  • Ability to effectively communicate warehousing information systems requirements as part of a broad-based training initiative.

Duties Working with the CMS Operations Manager, the CMS Warehouse Operations Advisor will:

  • Develop a quarterly distribution plan (with budget) for nationwide distribution of health commodities
  • Monitor shipment plan and commodities in pipeline
  • Conduct periodic inventory of pharmaceutical commodities as well as medical, and laboratory equipment and update asset listing and status
  • Develop and implement comprehensive guidelines and SOPs for CMS warehouse operations

  • He or she must possess skills in surveillance, inventory control, reporting, analyzing information, equipment maintenance management, and the exercise of good judgment.

  • Substantial knowledge of and demonstrated experience in management reporting, cost accounting, financial modeling, financial management and accounting principles and practices.

Axios International seeks a Senior Logistics Advisor to implement warehouse operations improvements and to mentor Central Medical Store management staff on the day to day senior level management of the facilities. He or she will also provide mentorship and transfer industry-standard managerial knowledge to the CMS GOL Managing Director.


Overall Leadership and Accountability

· Mentor the CMS Managing Director on leadership and management of an efficiently run warehouse operation.

· Serve as a senior project manager on developing a long-term sustainable structure for the management of the CMS.

· Develop a business plan for the CMS to support its future operations (with short, medium, and long-term elements) for the sustainable operation of CMS in consultation with the Managing Director, MOH, donors, partners, and other interested parties
