Job Summary

  • TechnoServe seeks a Project Manager for an anticipated in-depth data gathering and market assessment project for a Pan-African technology firm that operates a digital marketplace for agriculture commodities in Nigeria.
  • The Project Manager will be responsible for leading the program, including overseeing a team of researchers, analysts, data verifiers, and enumerators who will gather and assess information on farmers and agribusinesses across 6 states and 50 LGAs in Nigeria.

Primary Functions & Responsibilities

  • Lead overall implementation and management of the anticipated program, from inception to close-out
  • Provide strategic guidance, leadership, management and general technical oversight of the program
  • Manage a team of nine staff, including recruitment and management of short-term contractors for data verification and GIS mapping

Basic Qualifications

  • Prior experience leading large-scale primary data gathering initiatives, impact assessments or monitoring and evaluation for a large development program

Preferred Qualifications:

  • Experience living and working in Nigeria or West Africa.
  • Experience managing or implementing large-scale studies for the agriculture sector and/or in rural environments
  • Demonstrated ability to use adaptive management principles to make strategic, data-driven decisions in the face of uncertainty and complexity.
  • Results-oriented, with demonstrated experience achieving project targets.

Knowledge, Skills, and Abilities:

  • Strong leadership skills and demonstrated experience in managing complex, multi-disciplinary, and challenging field operations in developing countries, West Africa preferred.
  • Demonstrated knowledge of primary data-gathering methodologies, including use of digital surveying tools such as Commcare
  • High level of computer literacy (primarily in Microsoft Office packages).

Duties & Responsibilities

  • Periodically carry out an assessment of all farmer groups already established on the project to identify cooperatives’ key capacities on operations, governance structure, key areas for improvement, etc.
  • Provide guidance to the Business Advisors and Local Farmer Trainers in facilitating group formation amongst women farmers in project locations

Primary Purpose and Function:

  • The Finance and Administrative Officer will serve as the primary financial and administrative officer of the Project. S/he will oversee the overall administration of the project and will be responsible for project financials, including working with the Nigerian Finance and Operations Manager in managing operations, sub-award and contracts issued by TechnoServe, as well as procurement of commercial goods and services.

Primary Purpose

  • Under the overall guidance of the Project Coordinator, the MEL Officer will be focused on activities and technical details of project implementation and monitoring & evaluation.
  • S/He will provide technical M&E support on project-specific assessments (in accordance with the donor and TechnoServe requirements). About the Project

  • The project is to support the building of a knowledge base of community-based actors in the agriculture value chain and strategically defining and implementing an expansion plan that increases the volume of goods traded on the Cellulant Agrikore platform as well as creates work opportunities for at least 50,000 youth.
  • Project actors are farmers, aggregators, transporters, and youth engaged in the agriculture sector across 6 states and 50 LGAs in Nigeria. The database of market actors will include at least 30,000 farmers, 2,500 agribusinesses, and 20,000 youth.

Primary Purpose

  • The successful candidate will work under the guidance and supervision of TechnoServe’s MIS coordinator to provide overall data collection support to the project especially aggregation and showcasing of relevant data points and the production of the high-quality state and LGA-level maps that indicate areas of high production, existing aggregators, transport firms and micro-millers/processors in line with the guidelines and deliverables of TechnoServe and its partners.
  • During the period of engagement, the consultant will interface with the TNS Abuja office.
  • Due to COVID-19 the successful candidate will work mostly remotely but may be expected to make short trips to the field periodically. The tasks below are the key deliverables but they are not exhaustive.

Duties & Responsibilities

  • Preparing technical specifications of the appropriate hardware and software required to create the required GIS database and data visualizations to meet Technoserve’s requirements and deliverables
  • Coordinating with the project team to recommend a GIS system including the themes and layers to be used
  • Supporting GIS spatial data cleaning, quality assurance, and analyses
  • Developing cartographic products, high-quality maps (digital and web), usable on online platforms and hard copy communication materials, code for maps, run GIS automation and programming

Primary Purpose

  • The Enumerator (s) will be expected to participate in data collection from a minimum of 30,000 farmers and 2,500 agribusinesses from the 6 focal states broken down to at least 600 farmers and 416 agro businesses per state
  • To achieve this, each enumerator will survey an average of 8 farmers and 3 agribusinesses per day
  • The successful candidate(s) will work under the supervision and guidance of state field data verifiers and be oversighted by the TNS MIS Coordinator.

Duties & Responsibilities

  • Study the data collection tools and study protocol
  • Participate in sourcing farmers and agribusinesses within the various LGA
  • Collect data and measure information on variables of interest in line with the data collection tool
  • Participate in daily briefing on key achievements, challenges and solutions
  • Provide timely responses on data query for clarification and be willing to redo if required.
  • Provide reliable, accurate, valid and relevant data relating to the subject matter (data is free of bias and not subjective).
  • Comply with TechnoServe policies and practice with respect to code of conduct, health and safety, equal opportunities and other relevant policies and procedure
  • Strict adherence to time frame of assignments
  • Effectively manage all project resources
  • Any other tasks that may be assigned.

Required Skills & Experience

  • Experience in data collection
  • Experience doing similar surveys
  • Experience in using digital data collection tools and tablets
  • Experience in working with community members of diverse backgrounds
  • Excellent communication & influencing skills (Fluency in Hausa and English languages)
  • Experience with relevant software packages, including Microsoft Excel
  • Experience in working with an INGO is an added advantage
  • Experience working in rural communities in Northern Nigeria
  • Be based in one of the 6 states and be willing to work in one of the LGA.

  • Experience in statistical analysis software is an added advantage
  • Previous experience working with data collectors in the humanitarian sector is a plus
  • Good communication skills and ability to present documents and activity reports clearly
  • Experience in team management, coordination, problem-solving and working under pressures to deliver a quality product is required
