Job Description

The expert is responsible for the GIZ support to the ECOWAS Commission in the area of capacity development and knowledge transfer on matters relating to regional economic integration of tax matters, incl. domestic tax reforms and harmonization of the tax legislations of the Member States of ECOWAS.

▪ He/she is fully responsible for planning and implementing the activities of two sub-component (“Technical capacities for increased revenue mobilization strengthened” and “Regional and continental coordination and knowledge transfer”) in close cooperation with the ECOWAS Commission and other project stakeholders.

▪ Furthermore, he/she will be assisting project initiatives to provide professional advisory services to the partner, cooperate with a broad range of target groups using innovation and knowledge management.

▪ He/she reports on activities planned and conducted as well as outputs and results achieved to the GIZ Head of Component Trade Facilitation.

B. Tasks

 Plans and monitors the development and implementation of project plans and activities in close consultation with partners and in line with GIZ rules and regulations;

 Designs, prepares, implements and evaluates trainings on topical tax issues related to the ECOWAS Fiscal Transition Programme (TTP);

 Develops and implements concepts to promote and institutionalize information exchange and mutual cooperation for tax assistance among ECOWAS MS;

 Develops and coordinates an interactive platform for information sharing among all the actors supporting the TTP;

 Drafts terms of references for specialized short-term experts; hires and manages the short-term experts, including quality control of their outputs, in line with GIZ regulations

 Suggests necessary changes and improvements to the existing regulations and concept note relating to the implementation of the ECOWAS Tax Transition Programme (TTP);

 Develops and implements cooperation concepts with continental and regional institutions working on taxation to develop capacities on topical tax issues

 Assists with general project planning as demanded and develops project concepts including preparation, organization and moderation of planning exercises and their implementation, management, monitoring, quality management, evaluation, communication and documentation;

 Assists with day-to-day project management on behalf of GIZ (e.g. offer preparation, impact monitoring, project progress review, reporting);

 Provides regular updates to the Head of Component, Trade Facilitation on the progress of activities;

 Actively participates and contributes to GIZ team meetings, cluster meetings and any other GIZ events as requested

 Undertakes other related tasks as assigned by the Head of Component, Trade Facilitation.

Required qualifications, competences and experience:

Academic qualification

▪ ECOWAS citizens with a minimum of Masters/MSc in economics, business administration, law or an equivalent qualification in taxation or a related fit.

Professional qualification

▪ A minimum of eight (8) years relevant professional experience in taxation at the national and/or regional level in West Africa;

▪ A minimum of eight (8) years capacity development and training experience to senior public officials on taxation

▪ Professional consulting experience, preferably in an international context, would be highly desirable;

▪ Established contacts to relevant ECOWAS actors and networks are regarded as assets;

Additional professional competences

▪ Excellent language skills in English and French (close cooperation with both ECOWAS and UEMOA required)

▪ Excellent writing and reporting skills in English and French

▪ Excellent communication and interpersonal skills with the ability to work in a multilingual and multicultural environment.

▪ Very good working knowledge of ITC technologies (related software, phone, fax, email, the internet) and computer applications (e.g. MS Office);

▪ Willingness to upskill as required by the tasks to be performed;

▪ Active in acquiring new skills and to respond to upcoming tasks within the scope of the project

▪ Willingness to undertake regular travel throughout the ECOWAS region;

Job Description

The expert is responsible for managing GIZ support to the ECOWAS Commission in the area of regional economic integration on matters relating to domestic tax reforms and harmonization of the tax legislations of ECOWAS Member States (MS).

▪ He/she is fully responsible for planning and implementing the activities of the sub-component (“Effective and harmonized fiscal policies in place”) in close cooperation with the ECOWAS Commission and other project stakeholders.

Consulting & Strategy

Coordinator in the coordination of the programme’s activities with the implementing consulting firm (AFC), other GIZ programmes in Nigeria, GIZ Country Office and Headquarters as well as GIAE partners such as the Federal/State Governments, other international organizations and the private sector. Under the direct supervision of the Project Coordinator the

Technical Advisor will:

• Support the project coordinator in overseeing the technical implementation of programme activities.

• Conduct specific tasks in connection to market oriented agricultural value chain development.

• Provide technical support for improving the inclusive business services within the agricultural value chains.

The technical advisor performs the following tasks:

1. Support technical implementation of programme activities

The technical advisor

• Assists with overall planning, coordinating and implementation of programme activities

• Provide technical support on agriculture practices across the four value chains of project activities with specific emphasis on technical advice for one of the value chains

• Support the development and review of training materials for trainers

• Coordinate local consultancies and procurements as part of the project activities in the four value chains with specific focus on entrepreneurship, business and organisational development. Ensure effective implementation and provide technical guidance in close cooperation with AFC

• Provide input to project monitoring and evaluation methodology and design

2. Market oriented agricultural value chain development

The technical advisor

• Contribute to the development and coordination of project approaches that link smallholder farmers to market and companies.

• Contribute to the development and implementation of services that will deliver appropriate improvement in the value chains especially with respect to mechanization of agriculture and agro-processing

• Assist in monitoring and evaluating the project value chains approaches in order to decide on the most impactful in the project interventions to either upscale them or promote new ones

3. Inclusive business services

The technical advisor

• Assist in optimizing and facilitating inclusive business models being implemented by the project

• Research and gather information on business opportunities as it relates to value chain development across the four value chains of project activities

• Liaise with private sector partners in developing inclusive business models that will enhance smallholder farmers’ productivity and income

4. Other duties/additional tasks

The technical advisor

• Write reports and develop presentation documents

• Assist in reviewing reports from local and international consultants

• Assist in quality assurance of training and communication material

• Assist in Ensuring synergies with other technical projects both within GIZ and other donors in Nigeria

• Performs other duties and tasks at the request of the Project Coordinator

Required qualifications, competences and experience:

Formal Education:

• Master’s degree in Agriculture, Agronomy, Agricultural Economics, or related field

• Holds a valid driver’s licence

Professional Experience

• Minimum of 5 years of professional working experience in a similar position

• Broad experience in the promotion of agriculture value chains through integrated approaches in capacity development and business development in the agricultural sector

• Experience in planning, monitoring and evaluation in the agricultural sector is an added advantage

Other experiences and skills

▪ Strong oral and written communication skills

• Ability to communicate adequately with interdisciplinary/multi-institutional teams (units/research organizations, NGOs and Governmental agencies, farmers, their organizations, and donors)

• Team player and constructive attitude responding positively to critical feedback and differing points of view
