Plan International Egypt – This role will work on…

  • Empowering girls, young women, boys and young men to challenge harmful SRHR approaches and practices and hold duty bearers to account;
  • Enabling parents and primary care-givers to challenge harmful practices related to their children’s SRHR, including CEFM and FGM/C, and support youth in their role as change agents;
  • Empowering local community leaders, including religious leaders, to defend and promote SRHR and youth engagement;
  • Supporting civil society organizations to transfer into legitimate spaces that facilitate participation of youth, women and girls in particular, and can advocate for SRHR;
  • Supporting relevant government and local authorities to take action to promote SRHR through enhanced collaboration and media engagement.

Dimensions of the Role-Plan International Egypt 

  • Field Officer shall be responsible for supporting development of project implementation plans, overseeing project implementation and liaising with relevant government ministries;
  • Provide supervision, technical support and guidance to the collaborating partners, in specified geographic areas of the project. They will also support development of project implementation plans and ensure effective coordination and team work;
  • Be responsible for producing project progress reports aligned with the contractual commitments and obligations as articulated in the donor contract, monitoring activity progress in the field and provide accurate and timely status reports and support development of external donor reports;
  • Oversee financial spending for the project – both for Plan and other implementing partners.

Accountabilities-Plan International Egypt 

Leadership role in PUs

  • Collaborate and lead coordination with the relevant program staff, ensuring that the project is implemented within the ambit of the strategic objectives of Plan Egypt’s Country Strategic Plan-2017-2023.
    Networking and Advocacy
  • Build and foster relationships with local level government departments/officials and collaborating partners for efficient project implementation.
  • Represent Plan in meetings and deliberations in relevant networks in PUs on the advice of the Program Coordinator.
    Budget and PO’s management
  • Set up and ensure well-functioning community-based M&E systems to effectively monitor the project implementation.
  • Ensure that the budget planning and implementation of the relevant Project Outlines (POs) are done with the maximum level of quality and in tandem with the project objectives.
  • Support the development of PO in SAP, ensuring their alignment with the projects’ approved budget and donor’s guidelines.
  • Support the Finance Department to generate the required financial reports that inform the projects’ team members on the progress of expenditure
  • Ensures that Plan International’s global policies for Child Protection (CPP) and Gender Equality and Inclusion (GEI) are fully embedded in accordance with the principles and requirements of the policy including relevant Implementation Standards and Guidelines as applicable to their area of responsibility. This includes, but is not limited to, ensuring staff and associates are aware of and understand their responsibilities under these policies and Plan International’s Code of Conduct (CoC), their relevance to their area of work, and that concerns are reported and managed in accordance with the appropriate procedures.

Technical expertise, skills and knowledge

 

Essential

  • Bachelor degree in development, business studies, social science or equivalent combination of education and work experience.
  • 1-3 years of experience working in INGO environment
  • A relevant post graduate qualification is desirable.
  • Understanding of community development principles and strategies including rights based programming.
  • Knowledge of project management.

 

Desirable

  • Facilitation skills.
  • Report writing skills.
  • Good communication, presentation and problem solving skills.
  • Good level of English language.

SIDA Monitoring and Evaluation Officer-Plan International Egypt

Key Objectives of the Unit:

 

  • To ensure that the necessary frameworks, mechanisms and tools are in place that allow Plan Egypt to monitor and assess its progress towards the objectives set out in its Country Strategic Plan (CS).
  • To ensure quality MEL for Plan Egypt’s individual projects and programmes in line with donor standards and requirements.
  • To support programmes and projects in needs assessments, project design, baseline studies and project evaluations that fit to the strategic priorities of the CS. The unit also works closely with other departments to ensure a good basis for gender-transformative monitoring of performance and results, and supports the process of project and programme evaluations.
  • To collaborate with the relevant programme departments in commissioning research to support building evidence base for decision-making about current and future programming and advocacy. The unit provides support, standards and guidance in alignment with Plan’s global research guidelines for commissioning research and works on establishing working relationships with external research bodies in order to improve on the timeliness and quality of research undertaken.
  • To promote accountability and facilitate participatory MEL practice including community feedback. The unit facilitates the implementation of mechanisms and tools to capture, respond and act on the opinions and feedback of girls, boys, women and men (including sponsor children) in the communities we work with.
  • To guide and support Plan Egypt implementing partners to design and develop MEL systems and approaches that are compatible with the overall Plan Egypt MEL framework. The unit provides capacity building, guidance and follow-up for partners, including Community Development Associations (CDAs), in the development and implementation of participatory monitoring and evaluation tools and procedures that provide quality evidence-based information for tracking the projects’ performance and results.

 

About the MEL Officer Role-Plan International Egypt

 

  • Develop, communicate and implement project M&E plan.
  • Establish M&E methodologies, processes and tools for the project, in cooperation with the MEL Manager, project team and other Plan staff.
  • Develop/critically analyse M&E reports and review project narrative reports.
  • Support the process of baseline study, and mid-term and final evaluations and ensure dissemination of results with all relevant stakeholders.
  • Process, analyze and review learnings, findings and outcomes of the project.
  • Measure progress in gender and inclusion outcomes, analyse gender-relevant data and document the results/changes in social norms and recommendations in reporting on programmes.
  • Analyse data and evidence (including research findings) from a gender and inclusion lens, with the support of the MEL Manager and other Plan staff.
  • Support project team in reviewing and analyzing case studies, success stories and other learnings collected at the field level and once finalized share them with Plan Egypt relevant teams for learning.
  • Assess, plan and implement activities to build M&E capacity at different levels, including project staff and partners, in cooperation with the MEL Manager.
  • Support project team in organizational reporting processes, including annual counting and quarterly reports.
  • Ensure standardization of M&E tools and methodologies across partners.
  • Promote and facilitate participation and feedback of communities in Plan Egypt’s M&E activities.
  • Take part in creating a supportive network of M&E staff to jointly learn from, develop and innovate M&E practice and methodologies.

 

Knowledge, Skills, Behaviors, and Experience Required to Achieve Role’s Objectives:   

  • A University degree in relevant subject.
  • Minimum 2-3 years of Monitoring and Evaluation experience preferably with an international organization.
  • Experience in planning and facilitating training/workshops.
  • Fluent written and spoken English and Arabic language skills required.
  • Strong analytical skills and the ability to process large and complex data.
  • Demonstrated writing skills (report writing)
  • Experience working with children and understanding their special needs.
  • Experience with rights based participatory MER approaches.
  • Excellent interpersonal communication skills and team work abilities.
  • This position requires high computer literacy with a full knowledge of office applications.
  • Understanding of and commitment to the promotion of gender equality, child protection and inclusion of the most vulnerable.
  • Ability to work under pressure and meet multiple deadlines and targets.
