NORC at the University of Chicago is one of the largest and most respected social research organizations, conducting high-quality social science research in the United States and around the world. NORC is seeking a monitoring and evaluation specialist to support a USAID-funded project against violent extremism in northern Côte d ’Ivoire.
NORC will support the development of a detailed Monitoring, Evaluation, Research and Learning (MERL) plan, and oversight of a MERL system that provides reliable data to guide performance management and adaptation . In addition, NORC will support in the design and implementation of a learning agenda to research effective practices to combat violent extremism in Côte d’Ivoire.
All candidates must speak and write fluently English and French. Ivorian citizens are preferred. Women are strongly encouraged to submit their applications. This is a full time position, based in Ivory Coast for a period of approximately 5 years. The position is contingent upon contract award and funding.
MERL Principal Specialist
The main monitoring and evaluation specialist will be responsible for all monitoring and evaluation tasks of the project, including but not limited to the development of the monitoring and evaluation plan, definition of indicators, collection and reviewing monitoring data, analyzing collected data, and drafting quarterly and annual reports. The specialist would be responsible for the complex MERL plan, but also the learning agenda to create the appropriate questionnaires for monitoring and evaluation. The specialist will ensure the implementation of the REMF plan to comply with USAID regulations and reporting requirements, work closely with the project leader and USAID deputy project leader to provide useful data for manage the project adaptively and respond to new requests for information as necessary. This position will work with technical specialists and provide capacity building trainings to the project team as needed.
Qualifications Required Include:
A university degree in sociology, economics, political science, statistics, public policy or any other relevant field, or a bachelor’s degree and five additional years of professional experience
Minimum five years of experience in monitoring and evaluation, preferably with an M&E role on a USAID project; must have experience in all aspects of MERL, including developing results frameworks, selecting indicators, collecting data, analyzing and reporting, facilitate learning and adaptation;
Significant experience in collecting data in rural areas, particularly in the north of Côte d’Ivoire;
Knowledge of countering violent extremism and in one or more of the following areas: peacebuilding, women’s empowerment, community awareness and local governance;
Experience working in adaptively managed projects in a dynamic changing environment
Supervise 2-3 MERL employees with data collection in the field;
Experience with participatory approaches and stakeholder engagement to elaborate on the learning agenda, ability to implement specific studies to answer learning agenda questions and share lessons learned in a clear manner for USAID learning program priorities
Advanced knowledge of Microsoft Excel and at least statistical software (Stata, SPSS, SAS, R, or Python);
Experience with all aspects of quantitative and qualitative data collection, including questionnaire development, supervision of field activities, and data analysis.

Advanced Qualifications Include:
Knowledge of complex tracking is preferred
Experience in conducting evaluations
Experience in creating effective visualizations of surveillance data
