GIZ International Services is currently positioning itself for a call for tenders financed by the European Union and entitled: Territorial Development Support Program (PADT) – Technical assistance for the implementation of the territorial development support program – SNDERZM component .
The general objective of the PADT is the sustainable improvement of living conditions and the reduction of territorial disparities in rural and mountain areas.
The specific objectives of the PADT are as follows:
SO 1. Territorial disparities in the 2 pilot regions, within the framework of the strategy, are reduced by improving the yield and performance of SNDERZM programs.
OS 2. The Oriental and Beni Mellal – Khénifra Regions have been strengthened in the processes of territorial development.
The results to be achieved by the PADT, for each of the specific objectives of the program, and for which EU support will have real added value, are as follows:
Specific objective 1: The territorial disparities in the 2 pilot regions, within the framework of the strategy, are reduced by improving the yield and performance of the SNDERZM programs.
Result 1: The institutional mechanisms for consultation and coordination of the development of rural areas and mountain areas are strengthened.
Result 2: The implementation of the SNDERZM is optimized thanks to the support provided to the DDERZM and the realization and implementation capacity of the actors in charge of rural development has been strengthened.
Result 3: The launch of component 2 of SNDERZM is effective and its implementation is underway.
Specific objective 2: The Regions of Oriental and Béni Mellal – Khénifra have strengthened themselves in the processes of territorial development.
Result 4: The institutionalization of the 2 pilot regions is strengthened.
Result 5: Contractualization initiatives between the 2 regions and State services are supported.
Result 6: The strengthening in the 2 regions of the instruments of participation provided for by the organic law is in the process of being operationalized.
The overall coordination and animation of all TA activities in terms of:
Design, finalization and provision to MAPMDREF staff of the operational tools and approaches necessary for the proper implementation of the “project cycle” of component 2 of SNDERZM;
In support of TAs at the regional level: design, finalization and provision to MAPMDREF staff of the specific tools and approaches necessary for planning, targeting and arbitration, programming and monitoring-evaluation activities of component 2 of the SNDERZM;
Strengthening the skills of all the personnel targeted by TA support;
support for the establishment of the procedures and mechanisms necessary for the implementation, management and monitoring of the support program by the actors of the program, and in particular the MAPMDREF;
support for the programming, coordination, implementation and monitoring of the various activities of the support program (in particular the preparation of annual operational plans – POA – concerning the implementation of technical assistance, study, training, communication and visibility);
the provision of direct support to the actors involved in the implementation of all the SNDERZM implementation activities mentioned above, in particular at the central level, with the DDERZM as well as the DRAs. Support for the activities of TA experts installed in the regions of Oriental and Beni Mellal / Khénifra within the framework of this contract, in all fields related to the subject of these ToRs and by all appropriate means;
permanent consultation / collaboration, in all relevant areas falling under this contract and by all appropriate means, with other experts involved in TA in the implementation of the PADT, at national and regional levels, as well as those under of this contract aimed particularly at SNDERZM than those relating to the contract aimed at Advanced Regionalization;
support for the development of technical documents (terms of reference, technical specifications) and for the contract management process (evaluation of bids, monitoring / control of execution) within its field of activity;
support for reporting the implementation of the PADT in terms of results and activities related to its SO1;
support for the preparation of GMS meetings;
the monitoring / analysis of the implementation of the PADT, as a whole and more particularly with regard to its support for the implementation of the SNDERZM and the formulation of recommendations with a view to optimizing / adjusting / reframing the implementation work of the PADT;
support for the mobilization, coordination and monitoring of short-term expertise mobilized within the framework of this contract (identification of needs, determination of profiles, preparation of TOR, support for selection, monitoring of services, quality control of services, analysis of reports) .
the preparation and finalization of the TA preliminary report, its interim activity report, its semi-annual reports and its final activity report;
the performance, according to needs, of any other support activity relating to the PADT falling within the scope of its powers.
Regarding the organization of the study trip, lead expert 1 will be responsible for:
The mobilization of the expertise which receives the mission and which will prove necessary for the success of the visits, including a translator, if necessary;
Logistics organization: Provisional program; prior authorizations; insurance, travel reservations and transfers; reservations for accommodation; organization and coordination of meetings and sites to be visited; room rental (if necessary), etc …
Educational preparation including documentary supports;
Support for partners and co-animation of the various visits;
Evaluation of visits;
The drafting of a summary document of the visits / meetings including the lessons to be drawn for the implementation of the program.
Qualifications and skills
Minimum requirement: higher education diploma at BAC + 5 level, Masters level, in development sciences, agronomy / agriculture / rural development, development economics, or in a relevant and directly concerned discipline, or relevant professional experience equivalent of 10 years in addition to general professional experience.
Minimum requirement: a very good command of the spoken and written French language.
General professional experience
Minimum requirement: at least 10 years of general professional experience in the field of rural and / or territorial development and cooperation, including at least 5 experiences (period> = 1 month) acquired abroad in this field (s) ( s). ;
Minimum requirement: at least a long-term technical assistance experience (minimum 12 months) with an administration in a developing country, especially in countries with a development context similar to that of Morocco.
Specific professional experience
Minimum requirement: at least 3 experiences (period> = 2 months) as head of mission / team.
Asset: experiences (> 1 month) in supporting the development, implementation and evaluation of reforms / policies / strategies in the field of development and / or territory;
Asset: experiences (> 2 months) in rural and / or territorial economic development (agriculture, rural tourism, rural crafts, development of agricultural sectors, analysis and development of value chains, protected areas, natural parks, etc.);
Asset: experience (> 2 months) in supporting the strengthening of the decentralized administration and / or local authorities;
Asset: relevant experiences in developing countries, especially in countries with a development context similar to that of Morocco.
The planned start date for the project is 11/23/2020, for a period of 36 months from that date. The engagement of the expert is foreseen full time. The duty station will be Rabat (Expert 1 – Team Leader).
