Qualifications

  • At least 5 years of overseas experience in international development designing and managing evaluations, analyses and assessments, including the design of the evaluation methodology, participatory data collection methods and protocols, and data verification techniques.
  • Prior experience in a high threat environment.
  • Prior experience in supervising long-term field staff and short-term experts of diverse backgrounds in the area of monitoring and evaluation.
  • At least 3 years of demonstrated experience developing performance management plans, monitoring project implementation, and verifying data from large development projects.
  • A graduate degree in evaluation, international development or a relevant technical field (social science, economic, development studies or a related field)
  • Former supervisory experience is required

The COP will lead the activity, providing technical guidance to and supervising both international and national staff and consultants. The COP will be the primary point of contact with USAID staff, including the Contracting Officer and Contracting Officer’s Representation (CO/COR).

The Senior Qualitative Expert will manage the development, collection, analysis and presentation of qualitative information. He/she will ensure qualitative data collection and analysis is a significant part of the MV&R process. It is expected that this individual would travel frequently to Somalia to directly interact with project beneficiaries through key informant interviews, focus groups, etc. This individual may be asked to conduct ad hoc site visits or plan for and conduct ad hoc qualitative research by USAID.
