USAID Jobs in Liberia- USAID Global Communities is seeking a 3 different role for the anticipated five years USAID-funded Liberia Youth Activity. This program will seek to enhance the readiness of Liberian youth for increased wages and self-employment.
1. Monitoring, Evaluation, and Learning Advisor, Liberia Youth Activity

The Liberia Youth Activity will support market-driven, locally relevant educational and training opportunities that prepare young people to earn a livelihood and become productive members of society. The overall goal of the Activity will be to increase the economic self-reliance and resilience of targeted Liberian youth, with livelihoods development leading to increased incomes as the underlying theme.

Target beneficiaries of this program are urban and rural youth between the ages of 15-29 including the following

  • Youth with marginal literacy and vocational skills, working in the informal sector.
  • Youth who have a primary or lower secondary level of basic education.
  • Soon to graduate and unemployed college graduates seeking work in the private or public sectors.

Responsibilities

The Finance and Administration Manager is expected to drive best practices in financial management, human resources management and administrative management within the organization to maximize efficiency and growth.

  • Ensure that the program meets all donor and host country regulations and requirements related to USAID funds, accountability and operations within the region
  • Track and analyze all costs incurred under the award; oversee all payments
  • Monitor program budget and provide required reporting; maintain financial records for all program activities
  • Ensure that appropriate financial record-keeping policies and practices are established and maintained
  • Ensure that all financial management and procurement is conducted in compliance with HQ policy and U.S. government regulations
  • Oversee all office expenditures and staff transportation/vehicles
  • Liaise with HQ financial, compliance and field operations teams
  • Other duties, as assigned

Qualifications

  • A graduate degree in Business Administration, Accounting, Finance, or a relevant field, OR a Bachelor’s degree in Business Administration, Accounting, Finance or a relevant field and two years of work experience (in addition to the four years of experience required below);
  • Four years of experience in a supervisory role managing finance and administration of a donor funded activity;
  • Experience and knowledge of USAID policies and business practices;
  • Demonstrated extensive experience with project financial management, including financial controls, accounting, and audit, as well as reporting on accruals, pipeline, and expense validation and reimbursement to service providers;
  • Experience managing US government contracts (grants under contracts);
  • Fluency in written and spoken English.

2. Monitoring, Evaluation, and Learning Advisor, Liberia Youth Activity

Responsibilities

The Monitoring, Evaluation, and Learning (MEL) Advisor will ensure that the program achieves results in all areas and that team members are poised to deliver services on schedule.

  • Lead Collaborating, Learning and Adapting (CLA) activities for the program;
  • Manage the Monitoring and Evaluation components of the program and make operational decisions;
  • Oversee data collection and ensure that the M&E system and results reporting meet the requirements of program;
  • Lead a system for continuous communication with external evaluation partners;
  • Develop and drive a learning agenda for the program;
  • Use critical inputs, feedback, and assessments received from evaluation partners to inform changes in program approaches and scale-up;
  • Ensure that program components are results-oriented.

Qualifications

  • A graduate degree in a relevant field, such as education, international development, social sciences, with focus on evaluation methodologies OR a Bachelor’s degree and two years of work experience (in addition to the five years of experience required below);
  • Five years of relevant experience in designing and implementing M&E and learning systems, preferably within education, livelihoods, or workforce development programs in Liberia or similar country contexts;
  • Experience in relevant technical areas, such as survey and research tool design, data collection, statistical analysis, qualitative research, and dissemination of results;
  • Experience on the use of M&E systems to support a learning agenda and evolve a theory of change to maximize impact;
  • Fluency in English required.

3. Senior Technical Advisor, Youth Workforce Development, Liberia

Responsibilities

The Senior Technical Advisor is responsible for managing a team that designs strategies and activities that promote youth development including skills that enhance employability and entrepreneurship. They will also provide oversight to activities to create a more enabling environment for youth productivity. This position will work collaboratively with other staff and key stakeholders to ensure project objectives are met.

Qualifications

  • Master’s degree in a relevant field such as education, international development or economics and at least eight years of relevant experience.
  • Experience designing market-driven, locally relevant educational and training solutions
  • Experience working with the private sector to identify workforce skill needs and solutions
  • Experience managing teams that address such issues as literacy, vocational skills training, work-based learning, entrepreneurship and access to finance
  • Experience relevant to accomplishment of the cross-cutting objectives in the contract, including women, youth, cultural change, and sustainable partnerships with local and international organizations (both public and private).
  • Demonstrated, strong writing and oral presentation skills in English are required.
  • Similar experience on USAID programs is a plus
