Project Title: Consultancy Services for Monitoring Supervision of Rehabilitation of Roads N10&N1 between Quelimane, Nicoadala and Namacurra in Zambezia Province, Mozambique

Project Manager/ Senior Highway Engineer (Team Leader)

  • The Project Manager shall be an academically qualified (BSc) chartered or registered Professional Civil Engineer with a minimum of 20 years of experience in design and construction of highways.
  • In addition, the Project Manger shall have hands-on experience in more than 10 years administering roads and bridges construction contracts of this complexity.
  • He shall have worked in more than 10 roads and bridges projects of similar complexity as a team leader with a specific emphasis of more than five (5) projects of Design, Build and Transfer modality.
  • Fluency in written and spoken English language is mandatory, whilst excellent communication skills are essential.
  • He shall be conversant with Microsoft Office: Word, Excel, Power Point, and AutoCAD and shall be able to make Power Point presentations.

Senior Highway Engineer

  • The Senior Highway Engineer´s shall be a qualified and competent chartered civil engineer with a degree in civil engineering or equivalent qualification and with minimum of 15 years’ experience on the design and construction of bituminous roads construction projects of a similar nature, preferably in sub-tropical Countries.
  • He shall have specialized knowledge and experience of the techniques used in paved road construction and quality control and a proven ability to manage and administer a contract of this nature.
  • In addition, the Highway Engineers shall have worked in position for more than ten (10) projects of similar size and complexity and administer road and bridge construction contracts in general with a specific emphasis on Design, Build and Transfer modality.
  • Fluency in written and spoken English language is mandatory, whilst excellent communication skills are essential.
  • He shall be conversant with Microsoft Office: Word, Excel, Power Point, and Auto-CAD and shall be able to make Power Point presentations.

Structural/Bridge Engineer

He/she shall be an academically qualified chartered or registered Professional Civil Engineer (BSc) with a minimum of 15 years’ experience in the investigation, planning, design and construction of reinforced concrete/pre-stressed concrete highway bridges of Section 6. Fraud and Corruption 98 which a minimum of 10 years should have been on major bridge/grade separation construction projects of similar nature, preferably in developing countries.

Geotechnical Engineer

  • He/She shall be an academically qualified Professional Civil Engineer (BSc), with a minimum of 10 years’ experience in geotechnical investigation of major bridges besides preparing and reviewing foundation recommendation reports.
  • He shall be able to critically review the foundation options of the Contractor and, guide the contractor to the extent required.
  • Fluency in written and spoken English language is mandatory and the ability to communicate is essential. He will be conversant with Microsoft Office, Word and Excel.

Soils, Materials & Pavement Engineer

  • He/She shall be an academically qualified Professional Civil Engineer (BSc), with a minimum of 10 years’ experience of which at least 5 years as principal of a laboratory conducting routine testing of road construction materials, concrete, asphalt mix and blending soils to control PI values and gradation, soil stabilization ,preparation of asphalt and concrete mix designs and producing statistical test results using mean value and standard deviation in developing and tropical countries.
  • Experience in pavement design and organizing testing along a road and for a reinforced concrete structure is also required.
  • He should be able to comment critically the test results in relation to their acceptability for construction.
  • Fluency in written and spoken English language is mandatory and the ability to communicate is essential. He/She will be conversant with Microsoft Office, Word and Excel.

Hydrologist/ Drainage Engineer

  • He/she shall be an academically qualified professional Hydrologist (BSc); with minimum 12 years’ experience in estimating details such as minimum unobstructed waterway for the bridge, scour depth for the foundation, negative impact of flow on silting and scouring around the bridge site and suggest remedial measures to avoid them.
  • He/she shall be familiar with the techniques of estimating flood discharge using Standard Engineering Packages
  • He shall also be conversant with Microsoft Office Word/Excel.
  • Fluency in both written and spoken English language and ability to communicate are essential.

Contract Specialist

  • Must have a minimum 15 years of proven experience in contractual and legal interpretation of civil works contracts under FIDIC rules, with an emphasis on Design-Build type of contract and with proven experience in World Bank financed projects.
  • Incumbent must have over ten (10) years post-qualification experience.
  • Proficiency in English language is mandatory.

Surveyor

  • This post requires a qualified and competent professional surveyor with a degree in surveying or equivalent qualification and with not less than 8 years’ experience surveying roads for design and construction purposes of which not less than 3 years should have been on road construction projects of similar nature, preferably in sub-Saharan African countries.
  • He will be responsible for all survey work including setting out and checking the survey work done by the contractor’s personnel and measurement of earthworks.
  • He should be fluent in written and spoken English.

Senior Inspector of Works

  • This post requires not less than 15 years practical experience in highways as civil or structural engineer with a degree in civil engineering or equivalent and a specialization in bridge construction and bituminous road construction.
  • He should be conversant with the construction of highways and reinforced concrete structures.
  • He should have experience in testing the materials used in road construction and the setting out and measurement of road and structural works.
  • He should have a minimum of 10 years’ experience covering piling, reinforced concrete, precast concrete bridges, temporary works and lifting, particularly in sub-tropical countries.
  • He should have at least 3 years’ experience in charge of concrete bridge construction in remote areas.
  • He should be able to initiate all necessary checks of temporary works, setting out, reinforcement and concrete, and exercise quality control of workmanship in accordance with the Contract Technical Specifications.
  • He should be able to work independently as regards the supervision of structural works.
  • He must have experience at supervisory level on contracts involving bituminous surface treatment works.
  • He should be fluent in written and spoken Portuguese or English, and able to communicate in the other language.

Environmentalist

  • Bachelors degree in Environment/Ecology or similar.
  • Minimum 10 years’ experience in conducting/preparing and reviewing Environmental and Social Impact Assessment reports, Environmental and Social Management Plan, Resettlement Action Plans and environment related documents related to externally funded major Road construction projects in Africa.
  • Including experience in obtaining regulatory clearances/permissions.
  • The candidate having knowledge of implementation of ESMP’s, environmental monitoring/audits is desirable.
  • S/he shall be conversant with Microsoft Office Word/Excel.
  • Fluency in both written and spoken English and Portuguese language and ability to communicate are essential.

Sociologist Specialist

  • Bachelors degree in sociology/social sciences or similar.
  • Minimum 10 years’ experience in social impact assessment and reviewing RAP and social impact related documents related to externally funded major Road construction projects in Africa.
  • The specialist must have the experience of preparing social management plans and supervising and monitoring implementation of the plans in similar projects.
  • S/he shall be conversant with Microsoft Office Word/Excel.
  • Fluency in both written and spoken English and Portuguese language and ability to communicate are essential.
  • GBV monitoring experience.
